OK, people requested this, and this is the tutorial i used, i got permission form the original person which is, Chapter 4 from the site http://www.streetdesigners.com/community/index.php
Anyway here it is:
Soft Touch Effect:
1) Open any image you want to use this effect on.

2) Get out the smudge tool.

3) Right Click, and set the master diameter to sumwhere between 20-25 pixels. Also the the tool selection should be a a round circle if it isnt right click and go to the Basic Brushes pack and select any of the hard or soft round brushes.

4) Now, place the selection anywhere on the image, I usually start on the face. Click once on where your going to start and drag your mouse in any direction just a little bit like ur sliding it. Do this all over the image, the eyes, nose, ears, hands .... etc.

5) Now once have smudged the whole image, dupliacte the layer and on the duplicated layer go to Image>Adjustments>Hue Saturation. Lower the saturation so its basically Pail u cant see the color all the way.
6) Press ok and set the layer mode to Soft or Hard Light.
