imo devo takes this, it jus looks more proffesional, it aint great but top cats jus looks chaep n sloopy lyk he took no time on it at all. his text is terrible n the cut is wack, the concept jus dont werk either, not sure bout the flags.
whereas devos gone 4 the simple look n has pulled it off pretty good. the texts a bit simple n the coloured pics got a bit of a dodgy cut on the top his head but other than that a pretty nice piece of werk

ima say Devo because top cats looks soo sloppy.. It looks like he tried giving it that 'illmatic effect', try learning how to blend properly before even trying to do something like that EVER again.
