Why don't you ask the guy who made that, i got a link to a simple b/w tut, and a colour one, but aint read it...i'll link ya, but i think you need to be registered to the site, to see the tutorials.

After lookimng over the tut, the colour one, in my opinion, is plain crap, but the black and white one is coo...

It May be Possible That They Changed The Colour Balance Then When Filter>Artistic>Cutout Because It Seems Like They Used The Cut Out Filter On It Judging By The Result But IM Not OCmpletely Sure ~PEACE~
