It's between UK and Australia, and I'd honestly say Australia right now. They just have so much more exposure over there, it really is a massive thing both commercially and underground whereas the "big" underground heads in the UK travel to gigs in hired vans to perform at shitty backroom venues for like a hundred people if they're lucky. There's very few rappers in the UK who can claim to have "blown" and are actually making a decent (if any) turnover at all, whereas in Aus there's a lot of rappers widely known and being paid for what they do.

It depends for me, wether Ragga is counted as rap, if so Jamaica, with artists like Vybz Kartel, Beanie Man and Assasin, but if not its gonna have to be England. They have a few decent rappers like Jehst, Doc Brown, Akala and Rising Son.
