Basically .....


Create the sig (the rectangular section). Once you finish everything except the pic, go to Image > Canvas Size > Make it bigger usually you only need to add to the height. Next, make the background color under everything else the RW background color, and then put the pic in wherever. Usually looks good if the pic is above the border.
