then click on filter,then click on blur and after on gaussian blur and set the radius at 3 pixels

ur image should look like this:

then click on edit then click on fade blur
set the opacity to 100% and set the mode to darken

^you can find many ways to do the cartoon effect but this one is the fastest way i know yet

The way I did mine was, just take a pic zoom in. Get your pencil tool. trace it real nice. Color burn tool to match colors, then fill it in. Example is my avatar. I guess you could still use tha gaussian blur and a lil of somethin else to give it that comic book effect
